The 7 PM rule allowed you to travel over-night while using only a single travel day. If you boarded any train departing after 19:00 and arriving after 04:00, you only had to write down the day of arrival. If you had a Eurail pass with a certain amount of travel days within a period, it could be useful. But as of 2020, the 7 PM rule is no longer relevant.
There are no specific rules of sleeping in a Nightjet train. But it would be appreciated if you followed basic rules of civility and respect other travelers. Please, bear in mind that the night quiet time is from 10:00 p.m. until 8:00 a.m. and avoid any kind of noise. Please, take care of switching off the main lighting in the sleeper and couchette cars during the quiet time at night.
